Trust-centered digital HR transformation in Nigeria: Integrated framework for ethics, data privacy and workplace inclusion

This study explores the challenges of digital human resource transformation in Nigeria through a trust-centered framework that integrates ethical principles, data privacy compliance, and inclusive design. It highlights how fragmented, efficiency-driven approaches can lead to regulatory violations, erosion of employee trust, and exclusion of vulnerable workforce segments. Using a mixed-method qualitative approach, combining systematic literature review, regulatory policy analysis, and thematic synthesis, the study identifies major gaps between technological progress and human-centered values. Findings show that 60% of organizations face data protection issues during ERP-HR integration, 70% struggle with privacy safeguards, and 81% of people analytics leaders cite ethical concerns as barriers to effective implementation. The proposed framework operationalizes trust across four phases: Foundation, Design, Implementation, and Sustenance, adapted to Nigerian organizational realities. Organizations adopting this model report a 45% reduction in incident-related costs, improved stakeholder engagement, and enhanced regulatory compliance. The framework offers scalable pathways for SMEs and advanced strategies for larger institutions. Key recommendations include institutionalizing trust as a strategic enabler, embedding ethics and privacy-by-design principles, and establishing continuous monitoring systems. This research contributes actionable insights that align digital innovation with ethical imperatives, regulatory requirements, and organizational values, positioning ethical HR transformation as a strategic advantage rather than a compliance obligation.
