The impact of evidence-based human resource management as an approach to enhance job stability: A field study of the opinions of employees in the general directorate of education in Kirkuk

This study investigates the impact of Evidence-Based Human Resource Management (EBHRM) on job stability among administrative employees in the General Directorate of Education in Kirkuk, Iraq. Grounded in a theoretical framework that conceptualizes EBHRM through three core dimensions—evidence-based recruitment, performance evaluation, and data-driven decision-making—the research aims to evaluate how these practices influence employees’ perceptions of job security, organizational trust, and career continuity. The study adopts a quantitative, descriptive-analytical methodology, using a structured questionnaire distributed to a purposive sample of 120 administrative staff members. Descriptive statistics, correlation analysis, and multiple linear regression were conducted using SPSS software to assess the strength and direction of relationships between EBHRM dimensions and job stability indicators. The results demonstrate a strong, statistically significant relationship between EBHRM practices and job stability, with data-driven decision-making emerging as the most influential factor. Findings indicate that transparent, fair, and evidence-based HR practices contribute to enhanced job security and trust in the organization. Additionally, the study highlights the need to strengthen career continuity mechanisms within public institutions to ensure sustainable workforce development.
